Position Description
The Safety Engineer is responsible for directing all aspects of plant’s contractor safety program, emergency preparedness plan, security program, and new employee orientation program. The position also provides key support for risk reduction activities (e.g., Process Hazard Analysis [PHA], Job Safety Analysis [JSA], Risk Assessments [including Zurich Risk Assessments], Start-Up Safety Audits, and Management of Change [MoC], and other internal inspections and audits). Additionally, the Safety Engineer is actively involved in the plant’s incident investigation process and supports Port Wentworth’s goal to achieve OHSAS 18001 certification. The Safety Engineer is the EHSQ Department’s primary resource in reviewing/developing equipment standards (e.g., dust collectors, bucket elevators). The position also plays a broader role as a member of the company’s Corporate EHSQ team and may be called upon to support Corporate initiatives or initiatives at other company facilities. The Safety Engineer will report directly to the Manager, EHSQ. Direct Reports and Relationships include:
Maintains appropriate data and information systems.
• Reports progress and problems to management.
• Develops procedures and forms needed to manage all functions where the position has designated “leadership” responsibilities.
• Develops and maintains data and information needed to manage all functions where the position has designated “leadership” responsibilities.
• Develops safety training materials, provides training, or arranges for the delivery of training for all functions where the position has designated “leadership” responsibilities.
• Develops and directs internal auditing processes designed to identify and correct deficiencies vs. standards for all applicable functions where the position has designated “leadership” responsibilities.
• Keeps documentation up-to-date and continuously seeks methods to upgrade programs.
• Leads or serves on plant safety councils and teams as needed and directed.
Provides leadership for the administration and deployment of Port Wentworth’s contractor safety program
• Serves as primary interface with all contractors from a safety perspective
• Recommends standards for screening and qualifying contractor firms and their employees
• Works with procurement and law departments to integrate safety requirements into contract terms and conditions.
• Continuously identifies, assesses, and reduces/eliminates risk associated with contractor activity
• Assures thorough investigation of contractor incidents and accidents to identify and correct root causes.
• Coordinates communication of safety-related information among contractors and sub-contractors including incident investigations and best practices.
Provides leadership for the administration and deployment of plant’s emergency preparedness plan
• Establishes and maintains excellent relationships with local emergency preparedness and response groups that deal with occupational safety or fire issues (e.g., area fire departments, state Fire Marshal, local emergency rooms, county disaster planning department), and Zurich Insurance Services Corporation (“Zurich”) and related groups.
• Plans, conducts, and critiques emergency drills and simulations.
• Assures compliance with all safety regulations and standards related to emergency response (e.g., OSHA, state Fire Marshal).
• Serves as primary interface with Zurich including scheduling inspections and managing implementation of recommendations.
Provides leadership for the administration and deployment of plant’s security program
• Establishes and maintains excellent relationships with local law enforcement agencies, the Coast Guard, Department of Homeland Defense, and others as appropriate.
• Serves as primary interface with contract security firm. This responsibility includes reviewing, administering, and renewing (as necessary) the contract for the security firm.
• Analyzes security risks and develops prioritized plans for addressing vulnerabilities. Analysis considers all threats – including contamination of raw materials or final products.
• Develops and maintains performance standards for contract security firm.
• Specifies and maintains support equipment (e.g., cameras, badge readers, intrusion alarms).
• Directs investigation of security breaches and incidents.
• Establishes standards for information protection.
• Assures TWIC compliance.
Provides leadership for plant’s new employee safety orientation program
• Interfaces with HR to assure that new employees receive the training on a timely basis
Provides key support for plant’s risk reduction activities
• Leads or serves as a team member for designated PHAs, Risk Assessments, JSAs, MoC, and other inspections/audits.
Provides key support for plant’s incident investigation process
• Leads or serves as a team member for designated incident investigations.
• Supports and coaches other members of incident investigation teams.
Provides key support for assuring that safety standards and requirements are appropriately integrated into Port Wentworth equipment standards
• Researches safety requirements associated with equipment standards being developed.
• Recommends safety requirements.
• Audits effectiveness of safety requirements after they have been deployed.
Engages in Corporate-wide EHSQ activities, planning, and program/process deployment as requested.
Experience/Skills Required
• 3 – 7 years experience in occupational safety/fire protection
•Thorough understanding of relevant regulations and standards (e.g., OSHA, NFPA, Homeland Security).
•Demonstrated ability to produce measurable results
• Bachelor’s degree in Occupational Safety, Environmental Sciences, Engineering, or related field.
• Professional certification/registration preferred.
• Advanced fire fighting knowledge
• Behavioral based safety
• Experience in diverse workforces
• Ability to work at all levels of organization
• Strong communication skills including ability to explain technical requirements in layman’s language
• Ability to work under pressure
• Thorough knowledge of fire fighting, fire prevention, and fire protection technology and practices
• Chemical industry experience
• Proficient in Microsoft Office applications.
